New National Poll Reinforces Voter Support for Relief from Health Insurance Tax (HIT)

Overwhelming Majority Concerned About Harm to Small Businesses, Employees When HIT Returns in 2020  

Washington, D.C.– As Congressional leaders consider policy changes to lower the cost of health insurance premiums, a new national poll from Morning Consult points to an overwhelming majority of surveyed voters (73%) supporting efforts to repeal or suspend the health insurance tax (HIT) and providing direct cost-savings to small businesses, middle-class families and seniors across the country.

The latest poll, commissioned by the Stop The HIT Coalition, reinforces the need for Congressional action to address financial harm facing millions when the HIT returns in 2020. Legislation introduced in the U.S. House of Representatives, specifically a two-year suspension of the HIT from 2020-2021 as part of H.R. 6311, would mitigate year-over-year uncertainty and cost increases that undermine the stability of America’s small businesses.

According to the latest survey:

  • 80% of voters are concerned that the HIT could make it more difficult for small businesses to grow and provide health coverage to their employees.
  • An overwhelming majority (74%) say a 3% increase in health insurance premiums is unaffordable.
  • Nearly three-quarters (74%) believe the HIT puts affordable health care further out of reach for hard-working Americans. The same number believes health care costs are out of control and voting to delay the HIT for 2020 is a simple thing Congress can do to address the cost of health care for American families.

Earlier this month, the Stop The HIT Coalition launched a nationwide grassroots and paid media campaign, urging Congressional leaders to prioritize and advance immediate HIT reliefon behalf of 29 million small businesses, their employees and self-employed across the country. This builds on previous bipartisan efforts to repeal or suspend the tax, including HIT delay for benefit years 2017 and 2019—a policy commitment that should be continued moving forward.
